Taking the evaporatively-cooled water chilling (heat pump) packages using tube-plate heat exchanger on the heat source side as an object and considering the energy consumption of antifreeze solution regeneration, establishes the performance model of the packages using the methods of experiment and simulation. Conducts the applicability analysis of the packages by judging whether the heating capacity can meet the heating load demand. On this basis, analyses the annual energy consumption, annual performance factor (APF) and primary energy ratio (PER) of the packages in typical urban office buildings. The results indicate that tube-plate evaporatively-cooled water chilling (heat pump) packages are applicable in hot summer and cold winter zone and the part of cold zone south of Jinan. The APFs in office buildings in hot summer and cold winter zone are between 3.83 and 4.38, and the PERs are between 1.10 and 1.26. While the APFs in the part of cold zone south of Jinan are between 3.19 and 3.55 and the PERs are between 0.92 and 1.02. Its PERs are higher than that of conventional cold and heat sources using the water-cooled chiller and boiler.
